Start with the right jurisdiction
The County dashboard covers affected unincorporated areas. The same landing page links to separate tracking resources for Pasadena, Malibu and the City of Los Angeles. Confirm which government handles your address before comparing figures or contacting staff. A Los Angeles mailing address alone does not identify the permitting authority.
Read each milestone separately
A parcel, a dwelling unit and a permit are different measures. The County distinguishes applications received, zoning clearance, full building plans, approved plans, issued permits and construction progress. Plans can be approved while other agency clearances or applicant information remain outstanding. An issued building permit allows the approved work to begin; completed construction involves inspections and the requirements for lawful occupancy.
The published average time to a new residential permit runs from receipt of the recovery application to permit issuance, using business days. Other measures distinguish County review time from time awaiting an applicant's response. These averages describe the applications included in that measure. They are not a promised completion date for another property.
Use your application record for the next action
EPIC LA is the County's portal for applications, case status and reports. Use the case number and latest correspondence to identify what is needed next. Ask whether the application is complete, which review is active and whether the next response belongs to the owner, the design team or an agency. Keep the current drawing revision and the response to each comment together so the record stays understandable.

Before scheduling construction, establish which approvals cover the proposed scope and who will coordinate them.
